Declaration of Competence and Request for Contact on Violations of International and National Law
Dear Secretary General,
My name is Fenner Pierre-Gilles, an experienced consultant at TAG 9 INC, community manager of the Haitian Diaspora Assembly (3 million members worldwide), and Vice-President and Consultant at the Ethiopian World Federation, recognized by the United Nations, Chapter 12.
With more than two years of international and community-level experience in matters of reparations, restitution, and indigenous peoples’ rights, I declare my competence to act and intervene in cases of international law and national constitutional law affecting the Haitian people.
I hereby formally notify the OAS of violations that have been committed and recorded:
- A notice was issued to Mr. Gary Conille for violations of international law, leading to his revocation
- A 2nd notice was issued to Miss Dominique Dupuis for violations of both national and international law, leading to her revocation.
- A notice was issued to Ms. Myrtha Désilmé, (September 22, 2025, 9 a.m.).
- Consultant in Washington, D.C., for violations of national and international law, leading to her revocation.
Upon review, I discovered that the OAS post is in fact an elective post, which raised the concern that the voice of the Haitian people is not being represented within the OAS framework. For this reason, I have already addressed the Ministry of Foreign Affairs of Haiti and submitted my candidacy, affirming that I am the competent representative vis-à-vis these matters.
This declaration is not only a personal affirmation of competence but also a public statement of violations of international and national law. It is rooted in the historical context of the 1940 Treaty of Havana, which the United States and member states of the OAS are legally bound to respect.
I respectfully request that the OAS Secretariat establish direct contact with me in order to discuss my propositions and candidacy as a diplomat before the OAS so the will of the indigenous haitian founders of the OAS / OEA, and to address the urgent matter of representation of the Haitian people within this body.
