The People Have Spoken: Haitian Indigenous Voice Awaits Its Seat at the OAS

The Haitian people, both at home and across the diaspora, have spoken clearly: they no longer accept a cycle of endless transitions and imposed governance. They want stability, cultural sovereignty, and an indigenous voice to represent them on the international stage.

This blog publishes, in full, the official notice sent to the Organization of American States (OAS). The purpose of this letter is threefold:

  1. To document that my candidacy as Indigenous Representative of the Haitian people is currently under review.
  2. To affirm that Haitians around the world have already expressed their support by email, demanding their vote be respected.
  3. To call on the Ministry of Foreign Affairs of Haiti to recognize this mandate and ensure that an indigenous Haitian voice finally takes a rightful place at the OAS table.

This public record ensures transparency, accountability, and respect for the people’s will. By making this notice open and accessible, we ensure that history will not ignore the demand of the Haitian people for definitive governance and indigenous leadership.

Dear Secretary General,

I respectfully submit this notice to the Secretariat of the Organization of American States (OAS).

  1. We request the restoration of the integrity of the OAS and its obligations under international law.
  2. We call for the recognition of the will of the Haitian indigenous people, in conformity with Consideration 8 of the 1940 Treaty, to establish a definitive regime compatible with the rights of the Haitian indigenous nation.
  3. We present clear proof that both the Haitian Ministry of Foreign Affairs and members of the Haitian indigenous diaspora have submitted emails expressing their support for my candidacy, affirming the people’s choice of Fenner Pierre-Gilles as their representative.

Despite repeated outreach, the Haitian Ministry of Foreign Affairs has not responded to the emails of the diaspora community regarding this candidacy. Therefore, this notice is being filed with the Secretariat to ensure that the will of the Haitian indigenous people is documented and placed on record at the OAS.

The Haitian people deserve their rightful place, and their indigenous voice must be seated at the table of governance. I submit this notice in good faith as the Diplomatic Voice of the Haitian Indigenous and the Americas, and request follow-up from the Secretariat, including any response or recognition from the Haitian Ministry of Foreign Affairs.
