Restoring Haiti’s Sovereignty: A Call for Constitutional Order and the Return of the Empire d’Haïti

Urgent Request for Restoration of Constitutional Order and Sovereignty in Haiti
Dear Honorable Minister Jean-Michel Moïse,
We, the concerned citizens of Haiti, write to you in your capacity as Minister of Defense to demand the immediate restoration of constitutional order and national sovereignty, as enshrined in the Constitution of Haiti and supported by international agreements, including the Universal Declaration of Human Rights, the UN Declaration on the Rights of Indigenous Peoples, and the 1940 OAS Treaty.The Haitian Armed Forces (FAd'H), as mandated by the Constitution, have a sacred duty to uphold and enforce the Constitution, protect the nation’s sovereignty, and safeguard the rights and liberties of the Haitian people. We are deeply troubled by the continued operation of a de facto police force, which operates in violation of the Loi du 29 novembre 1994 (Moniteur nº 103, 28 décembre 1994). This law clearly establishes the National Police of Haiti (PNH) as a civilian body under the Ministry of Justice, distinct from the Armed Forces, with a mission to protect lives, property, and public order while respecting constitutional principles.We assert that the current state of the PNH, which appears to function as a private entity serving private interests, contravenes Articles 3, 4, and 7 of the 1994 law, which emphasize its civilian nature, apolitical stance, and obligation to uphold the law. Furthermore, we reference historical violations, including those under former President Jean-Bertrand Aristide, who, through actions violating Article 21-21.1 of the Constitution, is accused of high treason by collaborating with foreign interests against Haiti’s national sovereignty.We respectfully request the following actions from the Ministry of Defense and the FAd'H:
- Assume Constitutional Authority: In accordance with the Constitution, the FAd'H must take over leadership of national security efforts to restore constitutional order, as the current PNH has failed to uphold its mandate.
- Investigate and Prosecute Violations: Initiate investigations into individuals and entities responsible for constitutional violations, ensuring accountability for those who have undermined Haiti’s sovereignty.
- Restore the Empire d'Haïti: Support the will of the Haitian people to reinstate the traditional and indigenous "Empire d'Haïti" as a definitive system of governance, in line with our cultural heritage and international recognition of indigenous rights.
- Establish Dialogue: We request a formal meeting to discuss the restoration of constitutional governance, the role of the FAd'H in addressing the de facto police, and the steps toward reinstating national sovereignty.
The FAd'H, as the embodiment of the Haitian people’s will, must act decisively to restore liberty, justice, and constitutional order.
