Collective Appeal for Support: Recognition of the Haitian Indigenous Diplomatic Voice under the 1940 OAS Treaty

I extend to you the highest consideration on behalf of the Haitian Indigenous People of the Americas.
This letter is being respectfully shared with all Permanent Missions to the OAS, in the spirit of openness and collaboration, as the matters raised are of importance to the peace and stability of the entire hemisphere.
We wish to present three points for your kind attention and encouragement:
- Diplomatic Representation: The Haitian Indigenous People have exercised their right to select Mr. Fenner Pierre-Gilles as their Diplomatic Representative. We kindly request your encouragement for the Ministry of Foreign Affairs of Haiti to respond to this vote and formally transmit his name within the framework of the OAS.
- Treaty Integrity: The Haitian Indigenous People call for the restoration of the integrity of the 1940 OAS Treaty, particularly Section 8, which enshrines the rights of Indigenous voices to participate in definitive governance.
- Definitive Regime: We respectfully request your acknowledgment of the Haitian People’s demand for a proclamation of a definitive regime, to move beyond endless transitional governments and establish a stable political system aligned with our cultural traditions and sovereignty.
We firmly believe that this step will not only honor the founding principles of the OAS but also contribute to regional peace, stability, and respect for the Indigenous way of life.
We encourage you to communicate with the Ministry of Foreign Affairs of Haiti regarding this matter, so that the voice of the Haitian Indigenous People may be formally recognized for the first time in diplomatic discussions.
