Subject: Call to Uphold the Integrity of the Inter-American Treaty System and the Haitian Constitution

Your Excellency,

On behalf of the people of Haiti, I write to you with profound respect, but also with the urgency of history upon us. As the duly appointed Permanent Representative of Haiti to the Organization of American States, your office carries the sacred duty of safeguarding both the sovereignty of Haiti and the integrity of the Inter-American treaty system.

The Convention signed at Havana in 1940—ratified by Haiti and other American republics—clearly established that force cannot constitute the basis of rights and that no transfer, attempted transfer, or acquisition of sovereignty in the Americas by external powers would ever be recognized. This principle was designed not only to preserve continental peace but also to guarantee that American states remain free from domination and unlawful interference.

Today, we see troubling patterns that suggest this very treaty is being disregarded, as external influence seeks to impose orders upon sovereign American states, including Haiti. This constitutes not just a violation of the Havana Convention but also a direct affront to Article 21 and 21.1 of the Haitian Constitution, from which your mandate derives. To ignore this duty is to risk the charge of treason against the Haitian nation.

Therefore, we respectfully urge you to:

1. Recall and invoke the Havana Convention as binding law among American states, reasserting that treaties cannot be broken or selectively applied.
2. Defend the Constitution of Haiti by refusing to endorse any action that compromises our sovereignty, territorial integrity, or independent will as a people.
3. Restore the integrity of the Inter-American system by demanding accountability and transparency within the OAS, ensuring that Haiti is never used as a testing ground for the erosion of international law.

Your Excellency, this is not merely a diplomatic matter—it is the voice of the Haitian people calling for protection against violations of our sovereignty and the degradation of international law.
